How do you socialize a rescue dog that is very skittish around both people and animals

Gradual, cautious interaction. Start with small steps and build as the dog becomes more comfortable. Initially, I would take the pup on a walk in an area that doesn't have as many people or animals and don't allow any contact at all at first. Just let the dog see and pass people and animals. When you notice the dog is not as scared just walking by, go for walks in areas with more people and animals, again, no contact. Once the dog becomes more accustomed to that environment, you should be able to start allowing interaction in the way of strangers talking to the pup, closer proximity to other animals. Always watch the dogs cues when interacting, especially when advancing to physical contact. Just remember to go slow, progress when the dog is comfortable, and remember that that fear is only one scary contact away from coming back.
