A dog's nails should be trimmed when they start to touch the ground when the dog is standing :)

I judge it by sound. If I can hear my dog's nails on the floor then I know that it's time! Also, make sure to check smaller dogs' feet as the nails sometimes start digging into their toes - I can imagine it being very uncomfortable
