lots of positive reinforcement! making sure you only ever call them over and praise them as well. so for example, calling their name and getting them to come over so you can tell them off for something they've done would be incredibly confusing for them

Regularly working with the command and consistently praising and rewarding should greatly improve the training. Young puppies are a little tough to get to do anything consistently as they are learning and easily excited. But the routine and patience you exercise now should pay off as the pup matures.
